How do I review and issue coral licences and permits as a regulator?

Review the licences and permits recorded in Evidence Tracking, and record the ones you issue against a fisher, site or specimen.

Licences, permits, certificates and approvals are all recorded in OriginsNext as Evidence. As a regulator in the Australian Wildlife Traceability System (AWTS) you use Evidence Tracking to review the permits already recorded against fishers, sites, species and specimens, and to record the permits you issue yourself. This article covers both.


Review the licences and permits recorded

To review the licences and permits recorded in the system, go to Evidence Tracking > Evidences. The list shows each Evidence with its Evidence ID, Evidence Name, Issuer, Issued To, Relationship (Owner or Shared), Type (such as Order, Organisation, Location or Product) and Validity. Use the search box and filters to narrow it, for example by Issuer to see only the permits your own organisation issued, or by Type to see only permits attached to specimens.


Open a permit to see its detail

Click an Evidence to open it. The detail of a single permit is split across tabs:

The permit's type, Issued To, Issued by, and its issued, effective and expiry dates, plus the issued document itself as an attachment.

Applied to

What the permit is attached to, for example an Organisation, a Location or an Order.

Products

The specimens the permit covers. This is where you see which coral a permit actually applies to.

Sharing

The organisations the permit has been shared with.

You can download or print an Evidence record and its attached documents from the record itself.


Record a licence or permit you issue

To record a permit you have issued, you apply an Evidence to the thing it covers. To do this:

  1. Go to Evidence Tracking > Evidences and click + Add evidence.

  2. Select evidence template: choose the template for the permit type. A chip shows what it applies to, for example "Applies to location", which sets the rest of the form.

  3. Participant: choose the organisation the permit relates to, which for a permit you issue is the fisher or facility, not your own organisation. Search to select them.

  4. Apply to: select what the permit covers, for example one or more locations, species (Product Templates) or specimens belonging to that Participant.

  5. Evidence ID: enter the permit or licence number.

  6. Valid from and Valid to: set the validity period. The shortcuts Today, +12 months and +36 months help here, and Valid to is optional if the permit does not expire.

  7. Evidence Notes: optional.

  8. Under Supporting documents, drag and drop or browse to upload the issued permit document. PDF, JPEG and PNG files up to 20 MB are accepted, and you can upload more than one.

  9. Click Add evidence to save. The permit then appears in the Evidences list and against whatever you applied it to.

Set up a new type of permit

If the permit type you issue does not exist yet, it needs an Evidence Template before you can record instances of it. A template defines what the permit applies to, the data fields each permit captures, and the checks it must meet. Create one from Evidence Tracking > Templates using + Add evidence template. Templates are created once and reused for every permit of that type.

See the permits attached to a specimen or a shipment

You can also come at permits from the other direction. Open a specimen from Product Traceability > Products and use its Evidences tab to see every permit that applies to it, including ones inherited from its species, its locations and its owner. Open an Order from Order Compliance > Orders and use its Compliance tab to see the paperwork attached to that shipment.
